1、烟台船舶交通管理系统安全监督管理规则船舶交通管理系统安全监督管理规则（暂行） 第一章 总 则 第一条 为保障船舶交通安全，提高船舶交通效率，保护水域环境，根据中华人民国海上交通安全法、中华人民国船舶交通管理系统安全监督管理规则等有关法律、法规，制定本规则。 第二条 本规则适用于在中华人民国海事局船舶交通管理系统（以下简称VTS系统）管理区域（以下简称VTS区域）航行、停泊和作业的船舶、设施（以下简称船舶）及其相关单位和人员。 第三条 中华人民国海事局是实施本规则的主管机关（以下简称主管机关）。 海事局船舶交通管理中心（以下简称VTS中心）依据本规则负责具体实施船舶交通管理和提供交通服务。 第二
2、章 船舶报告 第四条 船舶进港驶抵第一报告线时，应向VTS中心报告船名、船位、进港目的以及VTS中心要求的其他事项,载有危险货物的船舶还应报告所载危险货物种类、数量。 船舶进、出港驶抵第二报告线时，应向VTS中心报告船名、船位。 第五条 船舶靠泊或锚泊后，应向VTS中心报告船名、泊位或锚位。 船舶离泊或起锚开航前，应向VTS中心报告船名、位置和驶往港。 第六条 船舶在VTS区域发生或发现交通事故、污染事故或其他紧急情况时，应通过甚高频无线或其他一切有效手段立即向VTS中心报告。 第七条 船舶在VTS区域发现助航标志或导航设施异常、有碍航行安全的障碍物、漂流物或其他妨碍航行安全的异常情况时，应迅
3、速向VTS中心报告。 第八条 除另有规定外，按公约和法规要求配备AIS的船舶应使AIS始终保持运行状态，并确保AIS信息的准确。 第九条 船舶进行下列作业，除应遵守主管机关的有关规定外，在作业开始前和结束后30分钟，应向VTS中心报告： 1、拆修锅炉、主机、锚机、舵机、重要导航设备； 2、试车、试航； 3、放艇（筏）进行救生演习； 4、其他可能影响通航安全的作业。 第十条 引航员引领船舶，应向VTS中心报告登、离船的船名、时间、地点及引航员或编号。 第十一条 船舶与VTS中心在甚高频无线中所使用的语言应为汉语普通话或英语，并尽可能使用标准航海用语。 第三章 船舶交通管理 第十二条 船舶在VTS
4、区域航行、停泊、作业，应服从VTS中心的指挥和管理。 VTS中心可以根据海上交通安全的需要，在VTS区域实施交通管制。 第十三条 除因特殊情况经VTS中心同意外，引航员引领船舶进出港时，应在规定的地点登、离船。 第十四条 禁止船舶在锚地以外的水域锚泊。船舶为避免险情紧急锚泊后，应立即报告VTS中心。 第十五条 船舶在VTS区域航行时，应使用安全航速，并应遵守交通部和主管机关的限速规定。 船舶在航道航行时，禁止追越。 第十六条 VTS中心根据交通流量、通航环境情况及港口船舶动态计划实施交通组织，并可根据交通组织的实际情况对航行计划予以调整、变更。 第十七条 甚高频无线09频道是VTS中心与船舶通
5、讯的工作频道，任何船舶及相关单位和人员均应遵守公共通信秩序，不得占为它用或干扰该频道工作。 第十八条 船舶在VTS区域航行、停泊和作业时，应在甚高频无线09频道上保持正常守听，注意收听VTS中心播发的航行安全信息，及时回答VTS中心的询问。 第四章 船舶交通服务 第十九条 VTS中心在工作频道上定时或者必要时播发船舶动态、助航标志状况、水文气象、航行警（通）告和其他交通安全信息。 应船舶请求，VTS中心可随时提供上述信息。 第二十条 应船舶请求，VTS中心可为船舶在航行困难或气象恶劣环境下，或船舶出现故障或损坏时，提供助航服务。 船舶不再需要助航时，应及时报告VTS中心。 第二十一条 为避免紧
6、迫局面的发生，VTS中心可向船舶提出建议、劝告或发出警告。 第五章 法律责任 第二十二条 对违反本规则的，主管机关将依据有关法律、法规和规章给予严惩。 第二十三条 本规则的实施，在任何情况下都不免除船长对本船安全航行的责任，也不妨碍引航员和船长之间的职责关系。 第二十四条 为避免危及人命财产或环境安全的紧急情况发生，船长和引航员在背离本规则有关条款时，应立即报告VTS中心。 第六章 附 则 第二十五条 本规则下列用语的含义： “船舶”是指按有关国际公约和国规规定应配备通信设备的船舶。 “VTS系统”是指为保障船舶交通安全，提高交通效率，保护水域环境，由主管机关设置的对船舶交通实施管理并提供服务
7、的系统。 “VTS区域”是指以山灯塔为圆心，15海里为半径的水域。 “第一报告线”是指以山灯塔（373252N,1212346E）为圆心、半径15海里的圆弧线。 “第二报告线”是指（1）船舶经由港北水道进出港时，以小山子灯桩（373537N,1212557E）为圆心、半径3海里的圆弧线；（2）船舶经由港东水道进出港时，以“牟0灯浮”（373127N,1213348E）为圆心、半径2海里的圆弧线。 第二十六条 本规则由中华人民国海事局负责解释。 第二十七条 本规则自2007年5月1日起施行,港船舶报告规定(烟港监1999通航字第29号)同时废止。 VTS用户指南 VTS用户指南 YANTAI V
