Purpose
ThisdocumentdefinesthemannerinwhichtheNASAIV&VProgramimplementstheNASAIV&VManagementSystem(IMS).TheIMSestablishesprocessguidelinesthroughsystemlevelprocedures(SLPs),workinstructions(WIs),templates,supportingdocuments,andformstoensurethatcustomersreceivethehighestqualityproductsandservices.
1.1VisionandMissionStatements
1.1.1Vision
TheNASAIV&VProgramprovidesconfidenceandintegrityinsoftwarethatcannotbefoundelsewhere.
1.1.2Mission
TheNASAIV&VProgramwillreducetheinherentriskintheAgency’sabilitytoprocure,develop,deployandoperatesoftwarewithindesiredcost,scheduleandperformancegoalsby

1.2QualityPolicy
TheQualityPolicyoftheNASAIV&VProgramisto
“Providesuperiorqualityproductsandservices,throughcontinuousimprovement,thatmeetorexceedcustomerrequirements.Thiswillbeaccomplishedbydevelopingandoperatingacomprehensive,coordinatedqualitymanagementsystemthatensuresthecontinualimprovementoftheeffectivenessofourprocesses.ThesequalityprocessesensurethatqualityproductsandservicesareprovidedbytheNASAIV&VProgram.”
TheNASAIV&VProgram’squalitymanagementsystemistheIMS.TheIMSisdesignedtomeettherequirementsoftheInternationalOrganizationforStandardization(ISO)9001:
2008Standard,anditshallbeimplementedacrosstheNASAIV&Vorganization.
1.2.1IMS
TheIMScontainsSLPs,WIs,templates,supportingdocuments,andformsthathavebeendevelopedtostandardizetheplanning,performance,control,andmeasurementofNASAIV&Vwork.AnumberoftheSLPsandWIshavebeendesignedtofacilitateasystemformonitoringandimprovingallprocessesandprocedurescontainedintheIMS.
TheIMSshallencompassalloftheactivitiesthataffecttheproductsandservicesthattheNASAIV&VProgramprovidestocustomers.
TheNASAIV&VProgrampracticescontinuousimprovementinitsconsistentrefinementandenhancementofIMSprocesses.AssurancethattheIMSiscurrentandcomprehensiveallowstheNASAIV&VProgramtoensurethatitsemployeesaretrained,thatitsperformanceisattheleadingedge,andthatitsfunctionalorganizationsareabletoregularlyprovideinputonhowtokeepprocessesattheforefrontofIV&Vdemands.

//ims.ivv.nasa.gov)providesacurrentrepresentationofallIMSdocuments,ProcessOwners(POs),andrevisioninformation.
1.2.2Management
TheNASAIV&VDirector,SeniorLeadership,andemployeesensurethattheIMSiseffectiveatachievingqualityofproductsandservicesandexceedingcustomerrequirements.
ProgramManagement(i.e.,theNASAIV&VDirector,DeputyDirector,andAssociateDirector)shallensurethatqualityobjectivesareestablished,measured,reported,andassociatedmetricstoensurequalityandprocesseffectivenessareincorporatedintotheNASAIV&VMetricsTable.ThisinformationisalsousedbyProgramManagementasaninputtomakingsoundbusinessdecisionsfortheIV&VProgram.
Eachquarter,MetricOwnersshallcollectandanalyzetheirmetricsandreporttheiranalysistoProgramManagementattheQuarterlyManagementReview(QMR).
ItisthroughtheQMRandothersuchreviewsthattheNASAIV&VProgramisabletocontinuouslyimproveproducts,processes,andqualitymanagementmethodsthatdemonstratethesuitability,adequacyandeffectivenessoftheIMS.CustomerfeedbackisanothermethodofmeasuringtheNASAIV&VProgram’ssuccessandattainingcontinuousimprovement.

ThisprocessofreceivinginputfromandreportingouttocustomersallowstheNASAIV&VProgramtoaugmentitscontinuousimprovementefforts.
1.2.3
Organization
InvestinginpersonnelandemphasizingtrainingaretestamentstotheNASAIV&VProgram’scommitmenttoquality.Becausethedevelopmentofskilledpersonnelcontributestotheproductionofhigh-qualityproductsandservices,theNASAIV&VProgramshallregularlyrecognizeandrewardeffectiveteamworkandindividualachievements.
1.3QualityObjectives
TheNASAIV&VProgramhasestablishedthefollowingqualityobjectives:
∙PerformingIV&Vonsafetyandmissioncriticalsoftware

∙PerformingScience,Technology,Engineering,andMathematics(STEM)outreach

TheabovequalityobjectivesaimtoconsistentlyprovidequalityproductsandservicestoNASAIV&Vcustomersinadditiontoaddressingcustomerrequirements.ThequalityobjectivesareusedtoevaluateandensurequalityandeffectivenessofIV&VProgramactivities.MoredetailedIMS-supportedIV&VProgramactivitiesandassociatedprogramobjectivesareidentifiedintheProgramExecutionPlan(PEP)andOfficeExecutionPlans(OEPs).Thesedocumentsaredesignedtooutlinetheplannedwork,schedule,andresourcesrequiredtoaccomplishtheNASAIV&VProgram’sobjectivesforagivenfiscalyear(FY).Thesedocumentsestablishanintegratedmanagementmechanismthatdefines:
∙ExpectedoutcomesoftheNASAIV&VProgram
∙Clearrolesandresponsibilities/expectations
∙Clearcommunicationpaths
ThisintegratedmanagementmechanismassiststheNASAIV&VDirectorandSeniorLeadershipinformulatingprogram-levelbudgetdecisionsbasedonthetechnicalandfinancialinformationthatsupportstheachievementoftheobjectivesinstitutedbyNASAHeadquarters(HQ)/GoddardSpaceFlightCenter(GSFC).
ThePEPandOEPswillbedevelopedandexecutedinaccordancewiththeprocessdemonstratedinthefollowingdiagram.

ChecksandbalancesamongtheNASAIV&VProgram,NASAHQ/GSFC,andNASAIV&VOfficesensurethattheProgramasawholereceivesthehigh-leveldirectionitneedstocarryoutitsPEPobjectives,whilealsoensuringthattheOfficesreceivethehigh-levelguidancenecessaryforsupportingandperformingtotheplansandbaselinesoutlinedintheirOEPs.
