Priortothe20thcentury,onlyasmallpercentageofpeoplewithdisabilitiessurvivedforlong.Medicaltreatmentforthesedisabilitieswasunavailable.Advancementsinmedicineandsocialserviceshavecreatedaclimateinwhichpeoplewithdisabilitiescanexpecttohavesuchbasicneedsasfood,shelter,andmedicaltreatment.Unfortunately,thesebasicsareoftennotavailable.Civillibertiessuchastherighttovote,marry,getaneducation,andgainemploymenthavehistoricallybeendeniedonthebasisofdisability.
