ProgrammeoftheKKE

TheKKEwasfoundedin1918,asthematureproductofthedevelopmentofthelabourmovementinourcountry,andalsoundertheimpactoftheGreatOctoberSocialistRevolutionof1917inRussia.Itistheconscious,organized,vanguardsectionoftheworkingclassandhasasitsstrategicgoaltheoverthrowofcapitalismandtheconstructionofsocialism-communism.

ThemanyyearsofpositiveandnegativeexperienceoftheinternationalcommunistmovementandtheKKEhaveconfirmedthattheworkingclasscannotfulfilitshistoricmission,unlessithasitsownrobust,well-organizedandtheoreticallyequippedparty,thecommunistparty.

TheKKEisguidedbytherevolutionaryworldviewofMarxism-Leninism.Itattemptstointerpretthedevelopmentsinadialectical-materialistway,systematicallyfollowingthenewachievementsinscienceandtechnology,togeneralisetheexperienceofthelabourandpeople'smovementwiththecommunistideologyasafoundationandwiththeneedfortheliberationoftheworkingclassfromexploitationasitscriterion.Itfoughtagainstthereactionarytheories,suchasGreecebeinga"poorrelation",the"inferiorityofwomen",theracisttheories,nationalismandcosmopolitismofcapital,obscurantismandintolerance.Itstrugglesforadeeplyhumanist,scientificallysubstantiatedpeople'seducation.Ithasinspiredradicalintellectualsandartistswithitsideologyandstruggles,itbecameaconsistentandfirmdefenderoftheGreekpeople'sculture.

Fromthetimeofitsfoundation,theKKEhasbeenfaithfultotheprincipleofproletarianinternationalism.ItdefendedthesocialistconstructionintheUSSR,intheothercountriesofEurope,AsiaandinCuba.ItparticipatedintheCommunistInternational.Itexpresseditssolidaritywiththestrugglesoftheworld'sworkingclass,withthepeopleswhowerefightingfortheirnationalliberation,forsocialism.TheKKEatcriticalanddifficultperiodsinitsstruggle,receivedinternationalistsolidarityandsupportfromtheinternationalcommunistandlabourmovement.ItstrugglesfortheregroupmentoftheInternationalCommunistMovementaftertheretreatandcrisisitexperiencedandisstillundergoingtoday,particularlyafterthevictoryofthecounterrevolutionin1989-1991.

Fromthetimeitwasfounded,KKEhasstoodbytheyouthofourcountry.Ithasalwaysconcerneditselfwiththeirproblemsandtheirfuture.Itcontinuestotrustyounggenerationandtheirabilitiestocontributetotheconstructionofthesocialistfuture.

ItsentirehistoricalcoursevindicatestheneedforitsexistenceinGreeksociety.TheKKEhasneverlostitshistoricalcontinuity.Itfoughtagainstopportunismandliquidationisminitsranksandwasabletodrawconclusionsfromits95yearsofactivity.Itwasabletomaintainitsrevolutionarycharacterindifficultconditions,whileitneverhesitatedtorecognizemistakes,deviationsandtocarryoutself-criticismopenlyinfrontofthepeople.

TheKKEoverits95-yearhistorydemonstratedasolidcommitmenttothefundamentalprinciplesofarevolutionaryworkers'communistparty:

therecognitionoftheleadingroleoftheworkingclassinsocialdevelopmentandofMarxist-Leninistideologyasrevolutionarytheoryforrevolutionarypoliticalactivity.Itneverrenouncedtheclassstruggle,thesocialistrevolution,thedictatorshipoftheproletariat.

TheKKEwithstoodtheturbulenceofthevictoryofcounterrevolutionintheSovietUnionandtheotherstatesofthesocialistconstructioninEuropeandAsia.Thisenduranceisnotaccidental.Ithasbeenforgedthroughhistoricalbloodtieswiththeworkingclassandthepoorfarmersfromtheveryfirstmomentofitsfoundation.

From1918onwardstheKKEhasgivenapoliticalcontenttotheworkers'strugglesagainstthecapitalistexploitationandpaidthepricewithmanydeaths,torturesandpersecutions.Inthefirstdecadesofitsexistence,itfacedstaterepressionfromeveryformofbourgeoispower（parliamentary,dictatorial）,persistinginorganizingtheworkingclasswithpositiveresultsforthepeople'smovement.Itdemonstratedenduranceinespeciallyharshconditionsofillegalityinvariousperiods.Itwasattheforefrontofthearmedstruggleagainsttheoccupationbythethreepowers（Germany,ItalyandBulgaria）throughtheResistanceofEAM-ELAS.Ontwooccasions,inDecemberof1944andinthethreeyearstruggle（1946-1949）oftheDemocraticArmyofGreece（DSE）,thelabourmovement,headedbytheKKE,andthealliedfarmers'movementcameintoarmedconflictwiththebourgeoispower,whichwassupportedbythedirectimperialistmilitaryinterventionofGreatBritaininitiallyandlatertheofUSA.

Overits95-yearcourseitfoughtagainstthenotionregardingthecollaborationoftheexploitedwiththeexploiters,regardingthesubmissiontotheexploiters;itdefendedthegainsoftheworkingclassandpeople.

ThedeephistoricalrootsoftheKKEintheworkingclassandpeopleanditsstablededicationtothefundamentalprinciplesofMarxism-Leninismexplainwhyinpreviouscrises-especiallyinthoseof1968and1991-itmanagedtosafeguarditscontinuity,despitethedepartureofalargesectionofitsforces.

TheKKEhasregroupedorganizationally,ideologicallyandprogrammaticallyovertheentirenewperiodinitshistory,basedonthefiveinterveningCongressessincethecrisisof1991.AproductofthiscourseisthepresentProgrammewhichwasadoptedbythe19thCongress,whichdevelopstheoverallstrategyoftheKKEforsocialismandthebasicdutiesoftheclassstruggle.

ThecontemporaryworldandthepositionofGreeceintheimperialistsystem

Thecounterrevolutionaryoverthrowsofthelast30yearsdonotchangethecharacterofourera.Thecurrentperiodofthemajorretreatoftheinternationallabourmovement,isinhistoricaltermsatemporaryone.Weliveintheeraofthenecessityforthetransitionfromcapitalismtosocialism,asthematerialpre-conditionsarematureforthesocialistorganizationofproductionandsociety.Thisflowsfromthematurationofthesocialcharacteroflabourandthesharpeningofitscontradictionwithcapitalistownership.Thiscontradictionhasbroughtthecapitalistmodeofproductioninfullcontradictionwithcontemporarysocialneeds.Thematurationofthematerialpre-conditionsisnotdeterminedbythecorrelationofforces.

Thehistoricalsetbackinthedevelopmentoftheclassstruggleisaccompaniedbythemassinfluxofcheaplabourforceintotheinternationalcapitalistmarket（fromAsia,Africa,LatinAmerica,EasternEuropeetc.）,bythedevaluationoflabourpowerinthemostadvancedcapitalistcountries（OECDcountries）,aswellasbytheemergenceofthegeneralizedabsolutedestitutionoftheworkingclassinthesecountries,bytheintensificationofcapital'soffensiveataninternationallevel.

Thetendencyforimportantchangesinthecorrelationofforcesamongthecapitaliststatesbecamemoreapparentwiththedeepcrisisofcapitalover-accumulationin2008-2009whichinseveralcapitalisteconomieshasinrealitynotbeenovercome.Thisprocessoccursundertheimpactofthelawofunevencapitalistdevelopment.Thistendencyconcernsthehigherlevelsoftheimperialistpyramidaswell.

TheUSAremainsthefirsteconomicpower,butwithasignificantreductionofitsshareintheGrossWorldProduct.Until2008,theEurozoneasawholemaintainedthesecondpositionintheinternationalcapitalistmarket,apositionwhichitlostafterthecrisis.Chinahasalreadyemergedasthesecondeconomicpower,theBRICSalliance（Brazil,Russia,India,China,SouthAfrica）hasbeenstrengthenedintheinternationalcapitalistunions,suchastheIMFandtheG20.Thechangeinthecorrelationofforcesamongthecapitaliststatesbringsaboutchangesintheiralliances,astheinter-imperialistcontradictionsoverthecontrolandre-divisionoftheterritoriesandmarkets,zonesofeconomicinfluencearesharpening,chieflyoftheenergyandnaturalresources,thetransportroutesofthecommodities.

Theinter-imperialistcontradictions,whichinthepastledtodozensoflocal,regionalwarsandtotwoWorldWars,continuetoleadtotougheconomic,politicalandmilitaryconfrontations,irrespectiveofthecompositionorrecomposition,thechangesinthestructureandtheframeworkofgoalsoftheinternationalimperialistunions,theirso-callednew"architecture".Inanycase,"waristhecontinuationofpoliticsbyothermeans",especiallyintheconditionsofadeepcrisisofcapital'sover-accumulationandimportantchangesinthecorrelationofforcesoftheinternationalimperialistsystem,inwhichthere-divisionofthemarketsrarelyoccurswithoutbloodshed.

Theperiodicaloutbreakofthecrisesofover-accumulationteststhecohesionoftheEurozone,asamonetaryunionoftheeconomiesofmember-stateswithdeepunevennessinthedevelopmentandstructureofindustrialproduction,inproductivityaswellastheirpositionintheEUandinternationalmarket.

Thetendencyforthestrengtheningoftheinterdependenceoftheeconomiesofthestatesintheinternationalimperialistsystemdoesnotleadtoadeclineoftheroleofthebourgeoisstate,asmanytheoreticalvariationsof"globalization"claim.

Inanycase,thefutureoftheEUandtheEurozoneisnotonlydeterminedbytheimperialistplans,becausethecontradictionshavetheirowndynamics.Whateverchoiceismadebythebourgeoismanagement,itwillcomeintoconflictwiththeworkingclassandpeople'sinterestsinallthemember-statesoftheEurozone.

Thecrisishighlightedevenmoreintenselythehistoricallimitsofthecapitalistsystem.Thecontradictionsaresharpening,aswella
