经研究,定于2013年6月3日至9日举行2013年5月参加“企业人力资源管理师”鉴定人员论文答辩,请相关人员尽快撰写“人力资源管理”方面的论文,具体要求如下:
1.论文必须是“人力资源管理”的相关内容;
2.字数为3000字以上;
3.上交打印稿一式三份,电子稿一份;
4.论文统一格式,格式参考附件一;
5.论文必须在2013年6月3日前完成;

摘要:
商业银行在我国的金融体系中处于主导地位~其绩效水平的提高对于充分发挥我国金融资源的利用水平、促进经济的增长具有十分重要的作用。
绩效管理的思想和方法正在被世界范围内众多的公司所采用~也成为商业银行资源管理工作中充分利用资源、培育核心竞争力、获取竞争优势的重要手段和开发工具~对实现可持续发展起着显着的支持作用。
但在具体实践中~存在的各种问题~严重地阻碍和削弱了绩效管理应起的作用。
根据商业银行绩效管理现状~对绩效管理存在的问题、产生的原因以及解决途径进行了探讨。

1、现阶段商业银行绩效管理现状分析
1.1绩效考评不够客观、透明
有些商业银行各个部门自定考核项目和考核标准,每个部门自己实施评估,考核结果也是各部门自己定,考核体系缺乏客观性。
商业银行各部门既是运动员,又是裁判员,更是规则的制定者,致使绩效管理“走形式”、“做做秀”,在操作过程中敷衍了事,应付交差。
同时,绩效考核缺乏透明度。
其一,目前多数商业银行的绩效考核标准过于模糊,或难以准确量化。
其二,考核的项目和标准缺乏公开化和明确化,员工根本不清楚自己的目标和努力方向,更不知道自己在绩效管理中所扮演的角色以及组织对他们的期望
1.2绩效管理操作不够规范
首先是绩效考核标准不具体,绩效标准应是以商业银行远景为蓝图,以岗位说明书为基础,辅以目标管理确定的,而很多商业银行只是在“德、能、勤、绩”几个方面制定一些宽泛、通用的评价标准,没有做到对具体岗位进行具体分析,影响了绩效考核的科学性。
其次是绩效考核方式不灵活,商业银行中岗位种类繁多,情形千变万化,如果只是拘泥于一种定式,业绩考核当然得不出客观、公允的结论。
第三是绩效考核结果不落实,根据马斯洛的需求理论,不同的人有不同的需求欲望,绩效管理正是了解员工的需求并使之得到满足的有效手段,如果绩效考核结果得不到及时反馈和应用,不仅使考核失去意义,也容易造成员工需求愿望与需求状况之间的差异,影响人力资源优势的发挥。
