justify3">Goodevening.Thisisthe37thtimeIhavespokentoyoufromthisofficeinwhichsomanydecisionshavebeenmadethatshapethehistoryofthisnation.EachtimeIhavedonesotodiscusswithyousomemattersthatIbelieveaffected1thenationalinterest.AndallthedecisionsIhavemadeinmypubliclifeIhavealwaystriedtodowhatwasbestforthenation. ThroughoutthelonganddifficultperiodofWatergate,Ihavefeltitwasmydutytopersevere2;tomakeeverypossibleefforttocompletethetermofofficetowhichyouelectedme. Inthepastfewdays,however,ithasbecomeevidenttomethatInolongerhaveastrongenoughpoliticalbaseintheCongresstojustifycontinuingthateffort.Aslongastherewassuchabase,Ifeltstronglythatitwasnecessarytoseetheconstitutionalprocessthroughtoitsconclusion;thattodootherwisewouldbeunfaithfultothespiritofthatdeliberately4difficultprocess,andadangerouslydestabilizingprecedent5forthefuture. Butwiththedisappearance6ofthatbase,Inowbelievethattheconstitutionalpurposehasbeenserved.Andthereisnolongeraneedfortheprocesstobepro-longed. Iwouldhavepreferredtocarrythroughtothefinishwhateverthepersonalagonyitwouldhaveinvolved,andmyfamilyunanimouslyurgedmetodoso.Buttheinterestsofthenationmustalwayscomebeforeanypersonalconsiderations.FromthediscussionsIhavehadwithCongressionalandotherleadersIhaveconcludedthatbecauseoftheWatergatematterImightnothavethesupportoftheCongressthatIwouldconsidernecessarytobacktheverydifficultdecisionsandcarryoutthedutiesofthisofficeinthewaytheinterestsofthenationwillrequire. Ihaveneverbeenaquitter. Toleaveofficebeforemytermiscompletedisopposedtoeveryinstinctinmybody.ButasPresidentImustputtheinterestsofAmericafirst. Americaneedsafull-time7Presidentandafull-timeCongress,particularlyatthistimewithproblemswefaceathomeandabroad. Tocontinuetofightthroughthemonthsaheadformypersonalvindication8wouldalmosttotallyabsorbthetimeandattentionofboththePresidentandtheCongressinaperiodwhenourentirefocusshouldbeonthegreatissuesofpeaceabroadandprosperitywithoutinflationathome. Therefore,IshallresignthePresidency9effectiveatnoontomorrow. Vice10PresidentFord11willbesworninasPresidentatthathourinthisoffice.AsIrecallthehighhopesforAmericawithwhichwebeganthissecondterm,IfeelagreatsadnessthatIwillnotbehereinthisofficeworkingonyourbehalftoachievethosehopesinthenexttwoandahalfyears. ButinturningoverdirectionoftheGovernmenttoVicePresidentFordIknow,asItoldthenationwhenInominatedhimforthatoffice10monthsago,thattheleadershipofAmericawillbeingoodhands. InpassingthisofficetotheVicePresidentIalsodosowiththeprofoundsenseoftheweightofresponsibilitythatwillfallonhisshoulderstomorrow,andthereforeoftheunderstanding,thepatience,thecooperationhewillneedfromallAmericans. Asheassumesthatresponsibilityhewilldeservethehelpandthesupportofallofus.Aswelooktothefuture,thefirstessentialistobeginhealingthewoundsofthisnation.Toputthebitternessanddivisionsoftherecentpastbehindusandtorediscoverthosesharedidealsthatlieattheheartofourstrengthandunity12asagreatandasafreepeople. Bytakingthisaction,IhopethatIwillhavehastenedthestartofthatprocessofhealingwhichissodesperately13neededinAmerica. Iregretdeeplyanyinjuriesthatmayhavebeendoneinthecourseoftheeventsthatledtothisdecision.Iwouldsayonlythatifsomeofmyjudgments14werewrong-andsomewerewrong-theyweremadeinwhatIbelievedatthetimetobethebestinterestsofthenation. Tothosewhohavestoodwithmeduringthesepastdifficultmonths,tomyfamily,myfriends,themanyotherswhosejoinedinsupportingmycausebecausetheybelieveditwasright,Iwillbeeternallygratefulforyoursupport. Andtothosewhohavenotfeltabletogivemeyoursupport,letmesayIleavewithnobitternesstowardthosewhohaveopposedme,becauseallofusinthefinalanalysishavebeenconcernedwiththegoodofthecountryhoweverourjudgmentsmightdiffer. Soletusallnowjointogetherinfirmingthatcommoncommitmentandinhelping15ournewPresidentsucceedforthebenefitofallAmericans. Ishallleavethisofficewithregretatnotcompletingmytermbutwithgratitude16fortheprivilegeofservingasyourPresidentforthepastfiveandahalfyears.Theseyearshavebeenamomentous17timeinthehistoryofournationandtheworld.Theyhavebeenatimeofachievementinwhichwecanallbeproudachievementsthatrepresentthesharedeffortsoftheadministration,theCongressandthepeople.Butthechallengesaheadareequallygreat. Andthey,too,willrequirethesupportandtheeffortsofaCongressandthepeople,workingincooperationwiththenewAdministration. WehaveendedAmerica'slongestwar.Butintheworkofsecuringalasting18peaceintheworld,thegoalsaheadareevenmorefar-reachingandmoredifficult.Wemustcompleteastructureofpeace,sothatitwillbesaidofthisgeneration-ourgenerationofAmericans-bythepeopleofallnations,notonlythatweendedonewarbutthatwepreventedfuturewars. WehaveunlockedthedoorsthatforaquarterofacenturystoodbetweentheUnitedStatesandthePeople'sRepublicofChina.Wemustnowinsurethattheone-quarteroftheworld'speoplewholiveinthePeople'sRepublicofChinawillbeandremain,notourenemies,butourfriends. IntheMiddleEast,100millionpeopleintheArabcountries,manyofwhomhaveconsideredustheirenemiesfornearly20years,nowlookonusastheirfriends.WemustcontinuetobuildonthatfriendshipsothatpeacecansettleatlastovertheMiddleEastandsothatthecradleofcivilizationwillnotbecomeitsgrave.TogetherwiththeSoviet19Unionwehavemadethecrucialbreakthroughsthathavebeguntheprocessoflimitingnucleararms.But,wemustsetasourgoal,notjustlimiting,butreducingandfinallydestroyingtheseterribleweaponssothattheycannotdestroycivilization. Andsothatthethreatofnuclearwarwillnolongerhangovertheworldandthepeople,wehaveopenedanewrelationwiththeSovietUnion.Wemustcontinuetodevelopandexpandthatnewrelationshipsothatthetwostrongestnationsoftheworldwilllivetogetherincooperationratherthanconfrontation20.Aroundtheworld-inAsia,inAfrica,inLatinAmerica,intheMiddleEast-therearemillionsofpeoplewholiveinterriblepoverty,evenstarvation.Wemustkeepasourgoalturningawayfromproductionforwarandexpandingproductionforpeacesothatpeopleeverywhereonthisearthcanatlastlookforward,intheirchildren'stimeifnotinourtime,tohavingthenecessitiesforadecentlife.HereinAmericawearefortunatethatmostofourpeoplehavenotonlytheblessings21oflibertybutalsothemeanstolivefullandgood,andbytheworld'sstandardsevenabundantlives. Wemustpresson,however,towardagoalnotonlyofmoreandbetterjobsbutoffullopportunityforeveryman,andofwhatwearestrivingsohardrightnowtoachieve-prosperitywithoutinflation. Formorethanaquarterofacenturyinpubliclife,Ihavesharedintheturbulenthistoryofthisevening. IhavefoughtforwhatIbelievein.Ihavetried,tothebestofmyability,todischargethosedutiesandmeetthoseresponsibilitiesthatwereentrusted22tome.SometimesIhavesucceeded.AndsometimesIhavefailed.ButalwaysIhavetakenheartfromwhatTheodoreRooseveltsaidaboutthemaninthearena23whosefaceismarred24bydustandsweatandblood,whostrivesvaliantly25,whoerrs26andcomesshortagainandagainbecausethereisnoteffortwithouterrorandshortcoming,butwhodoesactuallystrivetodothedeed,whoknowsthegreatdevotion,whospendshimselfinaworthy27cause,whoatthebestknowsintheendthetriumphsofhighachievementsandwiththeworstifhefails,atleastfailswhiledaringgreatly. IpledgetoyoutonightthataslongasIhaveabreathoflifeinmybodyIshallcontinueinthatspirit.IshallcontinuetoworkforthegreatcausestowhichIhavebeendedicated28throughoutmyyearsasaCongressman29,aSenator,VicePresidentandPresident,thecauseofpeace-notjustforAmericabutamongallnations-prosperity,justiceandopportunityforallofourpeople. ThereisonecauseabovealltowhichIhavebeendevoted30andtowhichIshallalwaysbedevotedforaslongasIlive. WhenIfirsttooktheoathofofficeasPresidentfiveandahalfyearsago,Imadethissacredcommitment;toconsecrate31myoffice,myenergiesandallthewisdomIcansummontothecauseofpeaceamongnations. Asaresultoftheseefforts,Iamconfidentthattheworldisasaferplacetoday,notonlyforthepeopleofAmericabutforthepeopleofallnations,andthatallofourchildrenhaveabetterchancethanbeforeoflivinginpeaceratherthandyinginwar. This,morethananything,iswhatIhopedtoachievewhenIsoughtthePresidency.This,morethananything,iswhatIhopewillbemylegacy32toyou,toourcountry,asIleavethePresidency. TohaveservedinthisofficeistohavefeltaverypersonalsenseofkinshipwitheachandeveryAmerican.Inleavingit,Idosowiththisprayer:
