CONCEPTDESCRIPTION
Introduction
ThisreportpresentspreliminarypavementdesignadvicefortheNorthernBusway(NB)tenderdesigntogetherwithadiscussiononpreliminaryassumptionsmadeondesigntrafficandsubgradeconditions.ThispreliminaryadvicehasbeenrestrictedtoreviewandcommentontheadequacyoftheRequestForProposal(RFP)Briefpavementdesignsonly,presentingtwoseparatedesignoptionreviews,oneconsideringBusonlytrafficinBusway,andtheotherconsideringthepossiblefutureinclusionofaLightRaillinewithintheBusway.
TheRFPExhibitA,Annexure1–Part1clause5.3.3(c)presentsspecificminimumthicknesspavementdesignstobeusedforBuswayapplications.Inlieuofdevelopingalternativepavementdesigns,tosupportearlystageprojectplanningwehaveonlycarriedoutanadequacyassessmentofthesedesignsbasedontheinitialtrafficandsubgradeconditionsdiscussedinSections2.2.1and2.3.
AdditionallyitshouldbenotedthatthisreviewofRFPpavementdesignsonlyprovidespreliminaryLRTpavementadvice,anddetaileddesignandmodellingcalculationsarerequiredtomorecompletelyassesspavementthicknessandreinforcing.
BuswayDescription
WeunderstandthattheproposedBuswaywillbedevelopedintwostagesasfollows;
Stage1(currentdevelopment):
ConstructionoftheInterimDesigncomprisingthefollowingkeyelements;
1.AdedicatedBuswayfromthesouthernconnectionnorthtoFederationStreet,includingbridgeandtroughstructures.
2.AdditionofBus-onlylanestoLutwycheRoad,TruroStreetandRoblaneStreetfromFederationStreettoStoneleighStreet.
3.DedicatedBuswaytunnelandtroughstructuresfromStoneleighStreettoGympieRoad.
Stage2(possiblefuturedevelopment):
ConstructionofadedicatedBuswaytunnellinking1and3above.
FollowingcompletionofStage2worksaLightRailTransport(LRT)linemayalsobeincorporatedwithintheBuswaycorridortooperateinconjunctionwithBusoperations.ProvisionsforLRTaretobeincludedwithinpavementdesignandconstructionofStage1Bridge,TroughandTunnelstructures.

1.1.1BriefRequirementsforDesignTraffic
ThekeytenderrequirementswithrespecttoBuswaytrafficforpavementthicknessdesignsareasfollows;

∙PavementsforBusways,Busstations,Busstops,Busonlylanes,Buslanes(Turostreetonly)(otherthanwearingsurfaces)–40years.
∙Pavementwearingsurfaces–10years.
DesignTraffic
PPPComustdesigntheBusway,BuswayStations,BusStops,BusLanes(TruroStreetonly)andBus-onlyLanesforatrafficloading(Nes)=2.1x108(perlane)whichassumesa40yearDesignLife.(RFPExhibitAAnnexure1–Part1Clause5.3.3(b))
PPPComustdesignanyotherlaneswhichbusesmayuse(otherthanTruroStreet)forthemaximumof:
(RFPExhibitAAnnexure1–Part1Clause5.3.3(d))
(i)thedesignrequirementsoftherelevantroadauthority(i.e.CouncilorQDMR)overtheDesignLife;and
(ii)thebustrafficloadingasnotedaboveplusthetrafficloadingasdeterminedfromPPPCo’strafficmodelassessmentofexpectedothertrafficvolumesandothervehiclemixesoverthenominatedDesignLife.
PPPComustmakeallallowancesforthefutureprovisionofLRTtooperatewithintheBuswayandmustdesignandconstructtheProjectWorkstoallowfortheoperationofLRTvehiclesincollocationwithbuseswithintheBuswayatsomelaterdate.(RFPExhibitAAnnexure1–Part1Clause8.1(a))
1.1.2DesignTrafficLoads
Astheresultsfromthetenderdesigntrafficmodelarenotyetavailable,DesigntraffichasbeenderivedbyonlyconsideringtheRFPsuppliedBuswaydesigntrafficindedicatedBuswayandBusonlylanes.AresultingbreakdownofthisRFPdesigntrafficforbothrigidandflexiblepavementdesignareasfollows;
∙Thenumberofstandardaxlesofequivalentdamagetothesubgrade(Nes)=2.1x108perlanefor40yearDesignLife(asspecifiedintheRFP)
∙Estimatednumberofstandardaxlesofequivalentdamagetoasphalt(Nea)=2.42x108
∙Estimatedcumulativeheavyvehicles(HV)=1.9x108
∙Estimatedcumulativeheavyvehicleaxlegroups(HVAG)=4.4x108
TheassumptionsusedforthispreliminaryadvicereportincalculatingtheaboveNea,HVandHVAGvaluesareasfollows:
1)InlieuofprojectspecificTrafficLoadDistributions(TLD)forbuses(i.e.thedistributionoftypesofaxlegroupsandthedistributionofloadsoneachtypeofaxlegroup),theBuswaytrafficloaddistributionderivedfromweigh-in-motiondatafromabus-onlylaneintheACThasbeenused.WeunderstandthatthisTLDhasbeenusedforotherBuswayprojectsinBrisbane.
2)Thenumberofheavyvehicleaxlegroupspervehicle(HVAG)isassumedtobe2.33.
BasedonthepresumptiveTLDnotedabove,thenumberofequivalentstandardaxlesperbus(ESA/CV)is1.1.WhencalculatedinaccordancewiththeQueenslandDepartmentofMainRoads“PavementDesignManual”,thefollowingratiosarealsoderived:
∙theratioofthenumberofstandardaxlesofequivalentdamagetothesubgrade(Nes)tothenumberofESAis1.0;
∙theratioofthenumberofaxlesofequivalentdamagetoasphalt(Nea)tothenumberofESAis1.15.
TheseestimatedpreliminarypavementdesigntrafficloadsmaychangewhenprojecttrafficmodelsandTLDsareproduced.InaccordancewiththeRFPrequirementslistedabove,thedesigntrafficloadinginmixedusedlanes(i.e.,busesandothervehicles)hastobetakenasthesumofthespecifiedbustrafficandtheothervehicletrafficandithasbeenassumedthatthelatterissmallincomparisontothebustrafficandcanbeignoredforthepresent.Thisassumptionshouldbereviewedwhenthetrafficinmixeduselanesisidentified.
SubgradeConditions
AtthepresenttimethereislittlespecificinformationavailableonpavementsubgradeconditionsthroughoutthestudyareasothefollowingassumedsubgradedesignCBRvalueshavebeenadoptedforthepurposesofpreliminarypavementdesign;
∙Roadheadertunnels:
Bedrockfloor,CBR>20%.
∙Cutandcovertunnelsandtroughtransitionstructures:
Concretebaseslab.
∙Naturalsoilsatgradeorlessthan1mofembankmentfill:
CBR3%.
Itisassumedthatinroadheadertunnelswithabedrocksubgrade,a300mmthickdrainageblanketoverlainbygeotextilewillbeconstructedbeneaththepavementtocontrolgroundwaterseepage.
InaccordancewithtechnicalstandardPSTS101“CheckingSubgrade:
Cappinglayer;DrainageLayer;ControlledSubgrade;WorkingPlatform;TemporaryPavement;Verge”,wherethesubgradehasadesignCBRlessthan3%acappinglayerwillberequired.Itisanticipatedthatforsomenaturalsoilsthesubgradematerialsmayhavetobeexcavatedandreplacedwithimportedmaterialstoformthecappinglayer;forexampleasoilwithdesignCBR2%requirescapping200mmthick.PavementswithcappingaredesignedashavingadesignCBRvalueof3%atthetopofthecappinglayer.
Inaddition,wherethenaturalsoilshaveaswell(intheCBRtest)ofgreaterthan0.5%acontrolledsubgradeisrequiredwithminimumthicknessdependingontheswellvalue.Forexample,foradesignswellvaluegreaterthanorequalto2.5%andlessthan5%,therequiredthicknessofthecontrolledsubgradeis600mm.Theworkingplatform(seeSection6)formspartofthecontrolledsubgrade.
PreliminaryBuswayPavementAssessment/Design(NoLRT):
RigidPavementDesignReview
TheRFPspecifiesthatrigidpavementsaretobeusedintheBuswayatthefollowinglocations;
∙TunnelsandConnectionramps.
∙BuswayStationsincludingthroughlanes,standinglanesandtaperedapproaches.
∙BusturnaroundareaatKedron.
∙FederationStreetbusstop.
∙Busstops.
TheRFPdesignshavebeenassessedinaccordancewiththeQDMRdesignmanualandarepresentedinTables1,2and3followingtogetherwithourrecommendeddesignamendments(highlightedinbold)requiredfordesignlifeandanticipatedsubgradeconditions.InallcasestheminimumpavementthicknessnominatedintheRFPissatisfactoryforthenominatedbustrafficloadingprovidedthatshouldersareprovidedasdiscussedbelow.
AdditionaldesignparametersusedinaccordancewiththeRFPandQDMRrigidpavementrequirementsareasfollows;
∙Projectdesignreliability=97.5%
∙JRCPdowelledandCRCPpavements,forwhichtherequiredLoadSafetyFactor=1.25
∙Rigidpavementswillbeprovidedwithshouldersasfollows;
∙Ashouldermadeupofthesameconcreteandthicknessasthetraffickedlanebaseconcretethickness,castintegrallywiththetraffickedlaneconcretebaseandwithaminimumwidthof0.6moutsidetheedgeline;or
∙Ashouldermadeupofthesameconcreteandsamethicknessasthetraffickedlanebaseconcretethickness,castseparatelytothetraffickedlaneconcretebaseandkeyedandtiedtothebase,wit
