Abstract
Identification,understanding,andpredictionofmanyinterdisciplinaryoceanographicprocessesremainaselusivegoalsofoceanscience.However,newoceantechnologiesarebeingeffectivelyusedtoincreasethevarietyandnumbersofsampledvariablesandthustofillinthegapsofthetime-spacecontinuumofinterdisciplinaryoceanobservations.Theformulation,accuracy,andefficacyofdataassimilativemodelsarehighlydependentuponthequalityandquantityofinterdisciplinaryobservationaldata.Inturn,thedesignofoptimalsamplingnetworkswillbenefitfromdataassimilative-basedobservationsystemsimulationexperiments(OSSEs).Thepresentcontribution,whichisdirectedtowardbothmodelersandobservationalists,reviewsemerginginterdisciplinaryobservationalcapabilitiesandtheiroptimalutilizationindataassimilativemodels.

Thankstotheuseofthephotovoltaiccellsignificantpioneerworkinunderwateropticswasmadeinthe1930's.Amongtheprincipalinstrumentsdesignedatthattime,thebeamtransmittancemeterandthescatterancemeterwereintroducedinoceanographicstudiesbyHansPettersson.Thedevelopmentofatechniquewithphotomultipliertubesprovidedanewimpetusinopticalresearchparticularlyinthestudyofscatteringproblems.Adistinctadvantagewithphotomultipliertubesisthattheirhighsensitivitymakespossibletheuseofinterferencefiltersbywhichalmostmonochromaticmeasurementsareobtainedandthetreacherous“bandwidtherror”occurringwithbroadfiltersisavoided.
Anequipmentofinsituinstrumentsfitforroutineobservationsisdescribed,namelyanirradiancemeter,abeamtransmittancemeterandascatterancemeterwhichmeasurethespectralenergydistribution,thetotalattenuationcoefficientandthetotalscatteringcoefficientrespectively.Themetersareprovidedwithsimpledepthsensingunitsandrecordsareobtainedwithanx−yrecorder.

Aswaterqualityperturbationsrelatedtoescalatinghumanpopulationgrowthand
industrypressurescontinuetoincreaseincoastalandinlandareas(Caraco,1995;National
ResearchCouncil,2000;WorldResourcesInstitute,2003),effectivewaterquality
monitoringhasbecomecriticalforwaterresourcemanagementprograms.Without
accurate,intensiveandlong-termdataacquisition,thestateoftheworld’swaterresources
cannotbeadequatelyassessed,effectivepreservationandremediationprogramscannotbe
run,andprogramsuccesscannotbeproperlyevaluated.Fordecades,fieldmeasurements
forwaterqualityevaluationhavedependeduponcostly,time-andlabor-intensiveon-site
samplinganddatacollection,andtransporttoland-basedorshipboardlaboratoriesfor
evaluation.Whiletheseresearchandmonitoringeffortsareepisodicallyintensive,they
generallyhavebeentoolimitedontemporalandspatialscalestoadequatelyaddress
factorsinfluencingdevelopmentofeventssuchasharmfulalgalblooms,oxygen
depletion,fishkills,andcontaminationofshellfishbedsbyentericbacteria.Inaddition,
datautilitymaybecompromisedduetoinadequatequality-controlandquality-assurance
protocolssuchasextendedholdingtimesbeforeanalysisanduseofnon-standardized
methodologies,andthedataarefrequentlysusceptibletorecordingandgeo-referencing
