BPwillbedistinctiveworldwideinourpursuitandattainmentofhealth,safetyandenvironmentalperformance.BP’sCommitmenttoHSEPerformanceisoneofthefiveGroupBusinessPolicies(EthicalConduct,Employees,Relationships,HSEPerformance,ControlandFinance).Itisourpledgetodemonstraterespectforthenaturalenvironmentandtoworktoachieveourgoalsofnoaccidents,noharmtopeopleandnodamagetotheenvironment.

ThisGuidedescribestheBPHSEManagementSystemFrameworkandtheKeyProcesseswhichsupporttheHSEExpectationstobeadoptedbyallBPmanagers.Theseencompassthecompletespectrumofhealth,safetyandenvironmentalriskmanagementincludingpersonalsecurity,technical/operationalintegrityoffacilitiesandequipment,andproductstewardship.TheyaretheboundarieswithinwhichallBPmanagersmustoperate.
AllBusinessUnitleaders(inBPChemicalsmulti-businesssites,theWorksGeneralManager)mustcommunicatetheHSEExpectationstotheirteamsandareaccountablefordeliveryofHSEperformance.EachbusinessunitshallhavedocumentedsystemsinplacetomeettheExpectations,includingjustification,wherenecessarywhycertainExpectationsarenotapplicabletothatBusinessUnit.

TheHSEmanagementsystemframeworkprovidesabroad-basedsetofExpectationsintegratedintothirteenelementsofaccountability.ThisframeworkwillhelplinemanagersfocusoncriticalHSEneeds,forecastandallocateresources,setdirectionforHSEactivities,andconsistentlydeliverimprovedHSEperformance.
ItistheGroup’sintentthattheseExpectationsreceivefullBusinessUnitsupportinordertobuildamanagementsystemdesignedaroundthe‘Plan-Perform-Measure-Improve’cycle(Figure1).ManagementsystemsarethepeopleandintegratedprocessesthatmeettheseExpectationsanddeliverdesired,consistentbusinessperformance.Allcomponentsofthemanagementsystem,includingsettingthelevelofbusinessperformance,arecontrolledbytheBusinessUnit.Theyhavetheauthoritytosatisfythethirteenelementswithexistingprocesses,programmesandsystems(e.g.ISRS,ISO,etc.)aslongasconformancewiththeExpectationscanbedemonstrated.

TheHSEManagementSystemFrameworklinkstotheBPCommitmenttoHealth,SafetyandEnvironmentalPerformance(Figure2).TheframeworkinturndrivesthedevelopmentandimplementationofcompletemanagementsystemsbytheBusinessUnits.Thesearelocallyownedandadministeredwithownershipbyallbusinessunitemployees.
LocalmanagementsystemsarearrangedsotheyaccommodategroupHSEperformancetargetspertainingto,forexample,reductionsinCO2emissions,ISO14001certificationrequirements,biodiversity,andsustainabledevelopment.

TheHSEToolboxwillbemaintainedontheIntranetcontaininggoodoperatingprocesses/practices,knowledgeandauditprotocols.TheseshowgooddemonstratedpracticefromaroundtheBPGroup,andshouldbereferencedwhendevelopingBusinessUnitmanagementsystems.Moreimportantly,businessunitpersonnelareencouragedtocontributetheirgoodpracticestotheHSE Toolboxinordertopromotesharingandadoptionoflessonslearned.

HSEassuranceisregularlydiscussedbetweenBusinessUnitLeadersandtheirseniorteam.Anassuranceauditisperiodicallyconductedtoprovideareviewofkeyinternalcontrols.Inaddition,anannualHSEassurancereportispreparedsummarizingprogressandplannedactivities.

∙safetyandaccidentprevention
∙plantandequipmentintegrity
∙pollutionprevention
∙energyconservation
∙personal,occupationalandenvironmentalhealth
∙personal/physicalsecurity
∙productstewardship
∙sustainabledevelopment
Inallouractivitiesandoperations,wewill:
∙complyfullywithalllegalrequirementsandmeetorexceedtheseExpectationswhereverweoperateintheworld.
∙provideasecureworkingenvironmentbyprotectingourselves,ourassets,andouroperationsagainstriskofinjury,lossordamagefromcriminalorhostileacts.
