Inrecentyears,thesubstationcommunications,communicationssystems,protectionsystems,backgroundmanagementmodulefrequentover-voltagedamage,themainreasonforthisisweakanditsrelatedsystemsproductsover-voltageprotectionlevelisweak,ornoguardagainstover-voltageTechnicalmeasures,theconsequencesforthesafeoperationofpowergridsbringaboutagreaternegativeimpact.Withintegratedautomationsystemsandautomationsystemssuchascommunicationsystemsinthesubstationweaksecondarybythewideruseofsuchelectronicsystems(equipment)componentsoftheintegratedmoreandmore,thegrowingvolumeofinformationstorage,speedandaccuracyoftheIncreasedandoperatesonlyafewvolts,currentinformationonlymicroamplevel,thusextremelysensitivetooutsideinterference,especiallythelightningandelectromagneticpulse,suchasover-voltagetoleranceislow.Whenthunderandlightning,suchasover-voltageandaccompaniedbytheelectromagneticfieldsreachacertainthreshold,rangingfromsystemfailurecaused,resultedinheavyequipmentorpermanentdamagetoitscomponents.Despitethethunderandlightningviewpointofelectronicsystems(equipment)isunlikely,butlightningstrikeneartheland,buildings,communicationandairsupplylinedirectlyLeiyundischargeform,orbecauseofelectrostaticinductionandtheimpactofelectromagneticinductionformationofover-voltage,Theremightbeconnectedtothepowerlines,signallinesorgroundingsystem,throughvariousinterfacestotransfer,coupling,radiationandotherformsofinvasiveelectronicsystem(equipment)andleadtoseriousdisturbancesorincidents.Therefore,strengtheningandimprovingtheelectronicsystem(equipment)protection,tominimizetheimpactofinterferencebylightningandotherdamagecauseddirectlossesandindirectlosses,hasbecometheurgentneedtosolvetheproblem.

IEC(InternationalElectrotechnicalCommission)TC/81minetechnicalcommitteewillbedividedintointernalandexternalminemineintwoparts,theexternalmineislightningrod(orwithlightning,lightningnetwork),YinXiaxianandgroundingsystem,Objectstobeprotectedfromdirectlightningstrikes,mineistopreventinternallightningandotherinternalover-voltagedamagecausedbyinvasiveequipment.Acomprehensivemineandover-voltageprotectionsystemsmustbeintegrateduseofdischarge(segregation),bothpressure(andotherpotential),shielding(isolation),grounded,limitpressure(clamp)protection,andothertechnology,inaccordancewiththeexternalmineAndtheprincipleofinternalmine,inaccordancewiththetargetsofprotectivefeatures,flexibleapplicationtotakeconcretemeasures,constituteacompleteprotectionsystem.Over-voltagesubstationintheformare:
