Vesseloperationsshouldestablish,monitorandmaintainallplanningandoperationalproceduresforcriticalactivitiesthatincludemooring,lifting,cargoandballastingoperationsandtheprovisionofsafeaccess,andensurethattheseproceduresareeffectivelyimplemented.
Systemsandprocedures
Shore-basedmanagersshouldestablishprocedurestoensurethat:
∙Mooringoperationsareproperlyplannedandexecutedandthatmooringentegrityismonitored
∙allcargoandballastoperations,includingcontingencymeasures,arethoroughlyandsequentiallyplanned.
∙vesselstabilitycalculationsareperformedandproperlyreviewed.Stabilitycomputers,wherefitted,areapprovedandrunagainsttestconditions,whererequired,andthatanydefectsarerecordedandreportedtoshore-basedmanagement.
∙thestatusandperformanceofcriticalequipment,plantandhardwareusedforoperationsthatincludemooring,cargo/ballasthandling,liftingandsafeaccess,areconsistentlymonitoredandmaintainedanddefectsarerecordedandreportedtoshore-basedmanagement
∙helideckoperationsareeffectivelycontrolledinaccordancewithacceptedindustrypractices

Vesseloperationsshouldestablish,monitorandmaintainallplanningandoperationalproceduresforassociatedwiththespecialistroleofthevesselinsupportingoffshoreactivities,andensurethattheseproceduresareeffectivelyimplemented.
Element6AexplainsmanagementproceduresthatareapplicabletospecialistvesseloperationsthatincludeDPoperations,anchorhandlingandtowing,geophysicalsurveysandheavyliftoperations.

Thedocumentedproceduresincludetheprovisionofchecklistsforuseduringthetransferofcargoandbunkers.Thechecklistsincludetherequirementtoinspecthosesbeforeuse.

Responsibilityforcargo,bunkerandballastoperationsisincludedinthedocumentedjobdescriptionofthedesignatedofficer/PIC.Proceduresensurethatadequateresourcesareavailabletoenableeffectiveexecutionoftheplan.
