SECRETARYCLINTON:
Goodafternoon. IwanttobeginbythankingourChinesecolleagues,ledbyVicePremierWangandStateCouncilorDaiandtheentireChinesedelegationforaproductiveandcomprehensivedialoguebetweenus. AndIalso,alongwithSecretaryGeithner,wanttothankeveryoneontheAmericanside,notjustthosefromtheStateDepartmentorTreasurybutindeedfromacrossourgovernment. TheunprecedentedlevelofinvolvementandtheextraordinaryworkthathastakenplacesinceourlastS&EDinBeijingwastrulyimpressive.
TheStrategicandEconomicDialoguecontinuestogrowbroaderanddeeper. Itreflectsthecomplexityandtheimportanceofourbilateralrelationship. Andwehavecoveredalotofgroundtogether,andI'mhappytoreportwehavemadealotofprogress. Thelistofagreementsandunderstandingsreachedisquitelong. Wehaveseenconcreteprogressonawiderangeofsharedchallenges,fromtheenergyandenvironmenttointernationaltradeandsecurity. Forexample,thereisnowanewpartnershipthatwillbringU.S.andChinesecompaniesanduniversitiestogether. Thosewhicharedevelopinginnovativeenvironmentaltechnologieswillnowbeworkingbi-nationallyandwithlocalgovernmentsandNGOstopromotesustainabledevelopmentprojectssuchasnextgenerationbatteriesforelectriccars,andnewcleanairandwaterinitiatives. Already,TulaneUniversityinNewOrleansandEastChinaNormalUniversityarecollaboratingtoimprovetheconservationofwetlands,andwehaveseenmanyotherexamples.
Wearealsolayingthegroundworkforpotentiallysignificantfuturecollaborationondevelopment,fromworkingtogethertoinnovateanddistributecleancookstovesandfuelstostrengtheningpublichealthsystemsindevelopingcountries. Andourpeople-to-peopleprogramscontinuetoexpand,mostnotablyour"100,000Strong"StudentExchangeInitiative,whichhasalreadyraisedthestatedgoalofdollarstogoalongwiththeverygenerousChineseGovernmentsupportfor20,000Americanstudentsbecauseallofusarecommittedtoincreasemorepeople-to-peopleinteractionsandopportunities. Now,Iamwellawarethatthesespecificandverysubstantivepartnershipsmaynotproducemajorheadlines,butIthinktheydoreflectoursharedcommitmenttotranslatethehigh-levelsentimentsandrhetoricofthesediplomaticencounterstorealworldbenefitsforourcitizens,ourcountries,andthewiderworld.
Justasimportant,althoughperhapsevenhardertoquantify,arethehabitsofcooperationandmutualrespectthatwe'veformedthroughthesediscussions. Webelievethattokeepourrelationshiponapositivepath,asforeseenbyPresidentsObamaandHu,theUnitedStatesandChinahavetobehonestaboutourdifferencesandaddressthemfirmlyandforthrightly. Atthesametime,weareworkingtogethertoexpandtheareaswherewecooperateandnarrowtheareaswherewediverge. Andwearebuildingupalotmoreunderstandingandtrust. Sowediscussedeverything,andwhetheritwassomethingthatwassensitivetousorsensitivetothem,allthedifficultissues,includinghumanrights. Andwebothhavemadeourconcernsverycleartotheother. Wehadcandiddiscussionsonsomeofourmostpersistentchallenges,fromaddressingNorthKoreaandIrantorebalancingtheglobaleconomy.
WeagreedontheimportanceofcooperatinginAfghanistantoadvancecommongoalsofpoliticalstabilityandeconomicrenewal. WeestablishedanewU.S.-ChinaconsultationontheAsia-Pacificregion,whereweshareawiderangeofcommoninterestsandchallenges. Andforthefirsttimeinthesedialogues,seniormilitaryanddefenseleadersfrombothsidessatdownfacetofaceinanefforttofurtherourunderstanding,todeveloptrust,andavoidmisunderstandingsthatcanleadtodangerousmiscalculations. Thisnewstrategicsecuritydialogueisaveryimportantstepforward,andwethinkitwilladdimmeasurablytoourbilateralrelationship.
Aswehavediscussedtheseissuesandaswehavecommittedtokeepingtherelationshipmovingforward,wehavesomemilestonesaheadofus. Forthefirsttime,PresidentObamaplanstoparticipateinthisyear'sEastAsiaSummit. AndVicePresidentBidenwilltraveltoChinathissummer,continuingourdiscussionsonthefullrangeofsharedregionalandglobalchallenges. AndhehopestoreturnthehospitalitybywelcomingVicePresidentXiJinpingtoWashingtonatalaterdate. IlookforwardtoseeingourChinesepartnersattheASEANRegionalForuminIndonesia,andboththePresidentandIandtheSecretaryaregreatlyanticipatingtheUnitedStateshostingAPECinHawaii.
Now,thosearejustafewofthehighlights. Butdaytoday,ateverylevelofourgovernments,weareworkinghardtobuildthatpositive,cooperative,comprehensiverelationshipthatourtwopresidentshaveaskedfor. Thisisthelong,hard,unglamorousworkofdiplomacy. AtourplenarysessionsthatStateCouncilorDaiandIchairedyesterday,therewasadizzyingarrayofissuesthatweareworkingontogether,andIfeltverysatisfiedbecausethatwasnotthecasetwoyearsago. AndIanticipatethatwearegoingtoseefurtherprogress,becausewewanttorealizethefullpromiseofourpartnership,andweveryferventlyhopetoleaveamorepeacefulandprosperousworldforourchildrenandourchildren'schildren.
SoletmeagainthankourChinesefriendsformakingthislongjourneyandforworkingaswemoveforwardonourjourneytogetherintothefuture.

Thankyou,SecretaryClinton. Letmeoutlinethehighlightsofourdiscussionsontheeconomicside.
Wehadaverycomprehensivediscussionaboutafullrangeofeconomicissuesbetweenusandfacingtheglobaleconomy. Asalways,wereviewedthemajorriskandchallengestoour-togrowthdomesticallyinChinaandtheUnitedStates,andwetalkedaboutthemajorrisksandchallengesontheglobaleconomicfront. Wetalkedabouttheinvestmentclimateinbothcountries. Wetalkedaboutenergypolicy,financialreform-verycomprehensivediscussions. AndwebenefitedontheU.S.andontheChinesesidefromanexceptionallytalentedandveryseniordelegationoffinancialexports-experts,membersofthecabinet,regulators,etcetera. Andthat'sveryimportant.
Now,ourthreekeyobjectivesontheU.S.sidewere:
first,toencouragetheongoingtransformationoftheChineseeconomyawayfromitsexport-dependentgrowthmodelofthepasttoamorebalancedgrowthstrategyledbydomesticdemand;toencourageChinatolevelthecompetitiveplayingfieldbetweenU.S.andChinesecompanies,bothinChinaandaroundtheworld;andtostrengthenourengagementwithChinaonfinancialreformissuesinbothcountries.
Andwehavemadevery,verysignificantprogressinoureconomicrelationshipoverthepasttwoyears. OurexportstoChinareached$110billionlastyearandaregrowingabout50percentfasterthanourexportstotherestoftheworld. AndthoseexportsareallthethingsAmericanscreateandbuild-fromagriculture,allsectorsofmanufacturing,services,andadvancedtechnology-andtheysupporthundredsofthousandsofjobsacrosstheUnitedStates.
Now,overall,weareseeingverypromisingshiftsinthedirectionofChineseeconomicpolicy. Firstontheexchangerate,sincelastJune,asyouknow,theChinesecurrency,theRenminbi,hasappreciatedagainstthedollarbymorethan5percent,andatanannualrateofabout10percentwhenyoutakeintoaccountthefactthatChineseinflationissignificantlyfasterthanthatintheUnitedStates.
WehopethatChinamovestoallowtheexchangeratetoappreciatemorerapidlyandmorebroadlyagainstthecurrenciesofallitstradingpartners. Andthisadjustment,ofcourse,iscriticalnotjusttoChina'songoingeffortstocontaininflationarypressuresandtomanagetherisksthatcapitalinflowsbringtocreditandassetmarkets,butalsotoencouragethisbroadshifttoagrowthstrategyledbydomesticdemand.
ChinahasoutlinedinitsFive-YearPlanacomprehensivesetofreforms,again,toshiftitsgrowthstrategyawayfromonerelyingonexportstodomesticdemand. ChinahasjoinedabroadcommitmentwithothercountriesintheG-20toputinplacemechanismstoreducetheriskthatweseeonceagaintheemergenceoflarge,externalimbalancesthatcouldthreatenfuturefinancialstabilityandfutureeconomicgrowth.
Thisprocessisgoingtotaketime,andofcourse,it'sgoingtorequireasustainedeffortofreform. Butofcourse,it'sessentialtothefuturehealthoftheglobaleconomyandthetrajectoryoffuturegrowthinChina. Again,we'reseeingprogresshere,too. Ifyoujuststepbackfromandlook,China'scurrentaccountsurplusasapercentofGDPpeakedatabout10percentbeforethecrisis. It'snowaround5percent,andofcourse,we'dliketoseethatprogresssustained.
Thisbringsmetothethirdarea,thethirdareaoffocusinourdiscussions,whichishowtocreateamorelevelplayingfield. Inourmeetingsoverthelastfewdays,we'veseensomeveryimportantstepstowardsthatgoal,andletmejustreviewafewofthem. First,Chinacommittedtomakinglong-termimpr
